29 is one of three agents of a secretive magic using Organization that is carefully monitoring Tandy Gardens High School, and using the thin nature of reality that permeates Tandy to their purposes. 29 is an extremely competent senior agent, and has been with the Organization for years. His memories have either been erased or blocked by powerful magic and he can no longer recall his own name, merely his number. 29 possesses a suite of magical items and weapons with which to carry out his duties for the Organization. He is unperceivable (can be neither heard nor seen) by unprotected minds.

29, who seems to be in his thirties, has expressed a lethal degree of martial skill, and is capable of quick, decisive action. He also seems to possess an uncharacteristic kind streak, evident when he spared the life of Peter Hall. He has a very even-tempered demeanor, even in the face of eminent failure, and is remarkably unflappable, a trait useful in someone who deals with magical phenomena. He has been posted to TGHS indefinitely to study the environs, take care of tasks set him by the Organization, and monitor the behavior of his former partner, Agent 32, who is now the acting principal of TGHS.
