Agent 7 was the first and, until Agent 32, the only Agent of The Organization to ever be appointed a position on the mysterious ruling body known as the Council. As a former Agent, Agent 7 often communicates the will of the Council to field agents, and assigning other Agents their tasks. While not an acting Agent of The Organization any longer, he is still referred to as 'Agent 7'.

Agent 7 often communicates through a magical hologram and is constantly obscured by a heavy trenchcoat, and a fedora which completely shadows his face... or at least those who see him like to think it's simply shadow.
