The Kid in the Hat or Skateboard kid has borne witness to several major events in Tandy, and seems to have accurate recollection of what he has seen. His resistance to mind affecting magic may be due to several instances of head trauma (primarily delivered by colliding with a telephone pole at speed) received shortly before witnessing these phenomena. [spoiler...]The Kid is able to precieve Allison Taverner as a centaur, has seen Angelique and Kali doing genie magic, has had a brief encounter with Drax, and has seen several of Anne's other transformations, including seeing Evan transforming into Lilly.
